A pronoun takes the place of a noun. An antecedent is the word to which the pronoun refers. The pronoun and noun will agree in gender male, female, or neuter and number singular or plural. Usually, the closest noun is the antecedent, but not always. Therefore, it was the apostles, who spoke in tongues, on the day of Pentecost, and not everyone, who was filled with the Spirit. It can be assumed that all of the Jews, who repented about of them, spoke in tongues, and as such evidenced the baptism of the Holy Spirit.

There is no indication that the Samaritans, after they received the Holy Spirit by means of the laying on of hands by the apostles, spoke in tongues. Peter, a Jew, came to the house of Cornelius, a gentile, who was accompanied by his kinsman relatives and near friends.
The Jews were not forbidden to talk to uncircumcised Gentiles on the street or in their place of business, but they were forbidden to go into their house and eat with them. The house was considered to be ceremonially polluted. He began to speak to them and said that whosoever believes in Jesus, God the Father will forgive does not refer to the guilt of sin merely, but also to its power, nature, and consequences him.
While Peter was speaking, the Holy Spirit took possession of those, who heard the word. The circumcised Jewish believers, who accompanied Peter, were amazed that on the Gentiles also was poured out the gift of the Holy Spirit. After which, the kinsmen and friends of Cornelius spoke with tongues, esteeming God highly and declaring that He is great. Lastly, they were baptized in water in the name of Jesus. The question here is, does the fact that the kinsmen and friends of Cornelius spoke in tongues proof that everyone, who receives the baptism of the Spirit, speaks in tongues?

However, this does not support the idea that everyone, who receives the Holy Spirit, speak in tongues. Paul was on his way to Jerusalem, but the Holy Spirit commanded him to return to Asia.
Passing through the upper coasts of Asia, he came to Ephesus. While in Ephesus, he comes upon certain disciples, 12 of them, who were instructed and baptized by the followers of John the Baptist.
He asked them if they received the Holy Spirit. In my opinion, I believe that he preached the gospel of Jesus Christ to them, and they believed. They were then baptized in water. So he laid his hands on them, and they received the Holy Spirit. Following this, they spoke in tongues and prophesied to break forth under sudden impulse in lofty discourse teaching the people the great doctrines of the Christian religion; to speak the message which has come from God.
Acts 1 And it came to pass, that, while Apollos was at Corinth , Paul having passed through the upper coasts came to Ephesus : and finding certain disciples, 2 He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost. And they said, Unto John's baptism. It appears that all 12 disciples of John, after they received the Holy Spirit, spoke in tongues.
This reinforces the idea, that the speaking in tongues is the evidence of the baptism of the Holy Spirit. God the Holy Spirit distributes this gift to whomsoever he wills. Sometimes everyone will receive this gift; sometimes some will receive it; and sometimes no one will receive it. Paul gives instructions concerning spiritual gifts. There are different distributions of gifts by the Holy Spirit to different people.
He distributes them to each person individually, male and female, as he wishes. God gives each person some proof of the Spirit's presence to be used to help the whole church.
There are different varieties of tongues. The gift of tongues is used to speak a language, which is not the same as the native tongue of the person, who is speaking in tongues or is used to speak in ecstatic utterances.
The gift of the interpretation of tongues is used to explain the meaning of words, which are spoken in a different language or in unintelligible sounds. There are also occurrences in the book of Acts in which people who were baptized with the Holy Spirit spoke in tongues at the same time.
This occurred most notably on the day of Pentecost when the baptism of the Holy Spirit was given for the first time, though it did also occur at other times see Acts 1 and Acts However there is nothing written that these two always are to occur together. Are all apostles? Are all prophets? Are all teachers? Are all workers of miracles? Do all have gifts of healings?
Do all speak with tongues? Do all interpret? We can see here that only some will receive the gift to speak in tongues, just as only some are called to be apostles, etc. As with all gifts of the Spirit, the speaking of tongues is not necessarily a sign of spiritual maturity. To begin with, when Paul said he wanted everyone to speak in tongues he was actually emphasizing the gift of prophecy as being superior to speaking in tongues.
Furthermore, Paul also makes it clear that no every believer has the gift that is given by the Holy Spirit. Indeed, each of us has been given different gifts. There is something else. The Bible never says that anyone should seek the gift of speaking in tongues. In fact, the Bible is clear that the Holy Spirit alone determines which gifts believers have — we have no say so in the matter.
Finally, Scripture does say to be eager to prophesy but it never says to be eager to seek to speak in tongues. Consequently, when we look at the totality of Scripture we find there is no indication whatsoever that all believers should seek to speak in tongues.
